The Background

In Tunisia or Morocco, the quality and unavailability of data is a major obstacles to the evaluation and analysis of public policies. Since 2014 in Tunisia, for example, there have been major efforts to publish public data. These efforts have resulted in several open data platforms shared online, but with fragmented and incomplete access.

The Challenge

The main challenge at the moment in North Africa is to address the issue of data collection, specifically missing data but and/or unreliable data. The problem of data quality impoverishes and limits the production of a relevant body of evidence-based knowledge that not only allows for a better understanding of reality but also for the exploration of new avenues and alternative solutions which would contribute to informed public debate and decision-making.

The creation

DigiTraab is open-source application aims to build robust data systems to improve data collection, access and use. DigiTraab will include a questionnaire tool that participants can respond to in a way that would allow them to share land and resources disputes they face and the dispossession they experience.

The Goal

Furthermore, we hope to collaborate with other partners to contribute to the development of globally comparable land indicators that can be collected at the national level. This would allow the fundamental dimension of land to be taken into account in measuring and monitoring progress towards development goals.

The data collected through the survey will then be analyzed and presented in outputs such as maps and other forms.

DigiTraab application will allow different users to verify and build on published results in order to promote transparency, accountability and facilitate collaboration within and between disciplines. Accurate and up-to-date data on land law, land tenure, land administration and land use is crucial for planning and managing the use of land and natural resources to work towards inclusive and equitable land governance.

We also intend to use official data to create a data ecosystem that promotes the inclusion of diverse data sources. Considering the implications of land grabbing on various issues (natural resources, climate change, agriculture, urbanism etc…). Thus, DigiTraab application will provide technical services to help partners and users visualize and analyze critical land and resource management data.

Why DigiTraab?

To improve data quality and supporting and strengthening advocacy for communities affected by land and resources disputes.

To promote transparency through unrestricted public access to all information that can contribute to informed public debate and decision-making on land issues.

Enrich and develop research: increase access to and use of land/housing data and information to better address property rights issues.

Facilitate connections and data exchange between land sector actors in various countries, as well as with other sectors such as agriculture and ecology.

Contribute to public participation in critical decisions that affect the lives of land users.

Help ensure that the voices of stakeholder groups who are affected by power imbalances are heard in the monitoring of land/urban governance.
